Solution
GenLights come on automatically when there is no light being converted into electricity. That means that when the panel is in darkness, it will not make any power and the light will know to turn on. If there is light being received by the panel, it will generate electricity and the light will turn off. One way to test that this function is working correctly is to turn the light to the on position when the panel is in light. The light should not come on, while the light is in the on position unplug the solar panel from the light. The light should come on as soon as the panel is disconnected. This simulates the light being operated in night or dark conditions. If the light does not turn on when the power is disconnected from it, it is possible that the polarity of the panel is reversed. This issue can be corrected by changing the polarity on the back of the panel. On the back side towards one end of the panel there will be a little black box that will have 4 screws securing it. Remove the 4 screws to expose the power connections. There will be 2 wires that come into the box that are screwed down. Unscrew them and switch them so that they are reversed from the way they were found. Replace the cover and connect the panel to the light. Let the light charge in the off position for one or two sunny days and re test light for function.
