NYSERDA Solar & Wind Incentive Programs

NYSERDA Energy Smart Loan Program

The New York Energy $martSM Loan Fund program is offered for the purpose of providing an interest rate reduction off a participating lender's normal loan interest rate for a term up to 10 years on loans for certain energy-efficiency improvements and/or renewable technologies. The interest rate reduction for most of the state is up to 4.0% (400 basis points). Con Edison customers may be eligible to receive an interest rate reduction up to 6.5% (650 basis points) less than a Participating Lender's or Lessor's normal market rate.

NYSERDA Commercial Inventives

The program offers several strategies to obtain financial incentives for energy efficiency projects. The first tier (formerly Smart Equipment Choices) offers eligible customers financial incentives for the purchase and installation of pre-qualified electric and gas energy efficiency measures. The second tier offers eligible customers financial incentives for energy efficiency improvements based upon a technical engineering analysis.

NYSERDA Wind Incentives

Cash incentives for new wind generation systems are available in New York. Incentive levels vary depending on the size of wind generation system, the tower height, and the class of customer. All customers must pay into the Systems Benefits Charge (SBC)/Renewable Portfolio Standard (RPS) The incentive level for farms, municipal and county governments, not-for-profit facilities, and schools is higher than the base incentive level; multiplication factors are provided below.

NYSERDA Solar Electric Incentives

It’s an innovative program from the New York State Energy Research and Development Authority (NYSERDA) that provides cash incentives for the installation of new Solar Electric or Photovoltaic (PV) systems by Eligible Installers. Funding of approximately $13.8 million in incentives, through 2009, for the Solar Electric Incentive Program (“Program”) has been allocated by the New York State Renewable Portfolio Standard. Additional funding may be made available based on customer demand and program success. Incentives are granted on a first-come, first-served basis. Applications will be accepted through September 30, 2009, or until funds are fully committed, whichever comes first.

NYSERDA Green Building Incentives

NYSERDA provides computer modeling, design charrette coordination, assistance in obtaining LEED® certification, Executive Order 111 assistance, New York State Green Buildings Tax Credit assistance, green materials recommendations, commissioning and life cycle costing analysis to building design teams to help make new and rehabilitated commercial, industrial, and institutional buildings green. Green Building services are offered under the New Construction program PON 1155.

The New York Energy $mart Multifamily Performance Program harnesses the latest in building science technology and applies it specifically to your building's design and daily operation. Using a partner network, made up of engineers, energy consultants, and other industry professionals, the Multifamily Performance Program uses a customized approach to address the specific energy and operational needs of your building.

NYSERDA Alternative Vehicle Fuel Programs

NYSERDA provides financial assistance and technical information to encourage fleets to purchase alternative-fuel vehicles (AFVs) and install fueling facilities or charging stations. Vehicles powered by natural gas, propane, and electricity, including certain hybrid-electric vehicles, are eligible under most of the programs NYSERDA offers. Incentives are available to encourage the use of bio-fuels such as ethanol and biodiesel. NYSERDA also has programs to encourage the use of emission reduction technologies and anti-idling technologies for diesel vehicles.

NYSERDA Technical Assistance

For Energy Efficiency, CHP, and Renewable Technical Assistance projects NYSERDA will cost-share up to $500,000 on selected studies over five years. For electrical customers of Consolidated Edison Company of New York Inc. (Con Edison), NYSERDA will cost-share up to $1,000,000 over five years. A customer may choose to use one of NYSERDA's prequalified FlexTech consultants as their Service Provider, or an independent Service Provider, which includes, but is not limited to ESCOs, energy consultants and utility companies.

NYSERDA Construction Programs

The New Construction Program (NCP) can provide assistance to incorporate energy-efficiency measures into the design, construction, and operation of new and substantially renovated buildings. These measures are designed to save energy through reduced electric demand, and therefore reduce building operating costs.

NYSERDA Peak Performance Programs

The Peak-Load Reduction Program is designed to improve the reliability of New York’s electric grid while helping businesses and industries reduce operating costs. If your company has a large electric load on summer afternoons (when the electric grid is most stressed), then you may be eligible for incentives to offset the costs of up to 65% of energy saving capital improvements.

NYSERDA Commissioning in NYS

The commissioning of existing buildings, referred to as “Retro-commissioning” (RCx), has gained prominence as a cost-effective strategy for improving energy performance. It is an independent process that takes place after construction, and is applied to buildings that have not previously been commissioned. RCx is a systematic process intended not only to optimize how equipment and systems operate, but also to optimize how the systems function together.

NYSERDA Energy Star Homes

While many builders claim to build “energy-efficient” homes, only builders of New York ENERGY STAR labeled homes can prove it. New York ENERGY STAR labeled homes must pass a stringent evaluation, including computer-based energy analysis, inspections, and certification testing. Only those homes that meet high-efficiency standards are certified as New York ENERGY STAR.

NYSERDA Incentives for Low-Income Households

Assisted Home Preformance brings a whole-house building performance approach to energy efficiency improvements. The objective of the program is to reduce energy costs of low- and moderate-income households by providing affordable energy efficiency improvements. The program will cover up to 50% of the costs associated with the energy-efficiency improvements, up to a maximum of $5,000 per household or $10,000 for a 2 - 4 family building.

NYSERDA EMPower New York Program

The focus of EmPower New YorkSM is on cost-effective electric reduction measures, particularly lighting and refrigerator replacements, as well as other cost-effective home performance strategies such as insulation, and health and safety measures. On-site energy use education provides customers with additional strategies for managing their energy costs.
