NYSERDA commercial incentive program. Save money with NYSERDA funding programs for commercial and residential PV / hot water installations.
The program offers several strategies to obtain financial incentives for energy efficiency projects. The first tier (formerly Smart Equipment Choices) offers eligible customers financial
incentives for the purchase and installation of pre-qualified electric and gas energy efficiency measures. The second tier offers eligible customers financial incentives for energy efficiency
improvements based upon a technical engineering analysis. The third tier (formerly Commercial/Industrial Performance Program) offers performance-based incentives to contractors for energy efficiency
projects in eligible utility service territories (see above) and are provided through a Standard Performance Contract (SPC) between NYSERDA and the contractor. The third tier also provides incentives
for eligible combined heat and power (CHP) systems in Con Edison service Territory.
Tier I (Prescriptive Incentives)
Tier I - Prequalified Incentives for Prescriptive Measures (formerly Smart Equipment Choices Program) is designed to accelerate the incorporation of energy-efficient equipment in small renovation
and equipment replacement projects in commercial, industrial, institutional, agricultural, governmental and multifamily (defined as five units or more) buildings. The goal of the program is to
produce a permanent improvement in "standard" equipment specification by encouraging the purchase and installation of energy-efficient equipment resulting in reduced electrical demand and cost in New
York State. Additional funding for Con Edison firm gas customers is available for the purchase and installation of gas efficiency equipment.
Eligible Projects
- Replacement of existing equipment in existing occupied or vacant buildings, purchase of new equipment in a new building or addition, and purchase of pre-qualified gas efficiency equipment and
custom gas improvements for eligible Con Edison firm gas customers
Eligible Electric Equipment
- lighting and controls, Unitary HVAC, differential enthalpy economizer controls, demand control ventilation sensors, motors, variable speed drives, commercial refrigerators, freezer and ice
makers, commercial clothes washers, and commercial kitchen equipment; electric steamers, ovens, fryers, pre-rinse spray valves and holding cabinets
Eligible Equipment for Con Edison gas customers
- boilers, furnaces, unit heaters, storage hot water heaters, insulation, programmable thermostats, blow down heat recovery, selected commercial kitchen equipment, gas-fired boiler tune-up, and
steam trap replacement
Program Application & Forms
Tier II: custom path-technical study
The custom path enables eligible customers to receive incentives based upon kWh saved or therms saved for the installation of energy efficiency measures after performing a technical engineering
analysis of the electric or gas energy savings of their energy project as determined by NYSERDA. Studies completed under NYSERDA’s Energy Audit Program, FlexTech or Technical Assistance Program
may be submitted as the required Technical Study or customer may complete their own study.
Incentive Rates
- Electric Efficiency Measures - $0.02 per kWh saved
- Gas Efficiency Measures (available for Con Edison Gas Customers Only) - $1.50 per therm saved
- Gas Efficiency Measures (Non-Residential National Fuel Customers who use less than 12,000 Mcf of natural gas annually) - $40 per Mcf saved
National Fuel Conservation Incentive Program
$1.2 Million Available
National Fuel’s Conservation Incentive Program provides non-residential customers with rebates of up to 50% of the incremental cost to upgrade to qualifying energy efficient furnaces, boilers,
water heaters and process heating equipment. All National Fuel non-residential customers using less than 12,000 Mcf of natural gas per year are eligible to participate.
To participate in the program, incentives are provided through Tier II of the Enhanced Commercial/Industrial Performance Program. Eligible customers can receive incentives of $40/Mcf based upon
the annual Mcf saved for the installation of energy efficiency measures after performing a technical engineering study of the gas energy savings of their energy project. The maximum incentive is up
to $25,000 per project or 50% of the incremental cost which ever is less. Studies completed under NYSERDA’s Energy Audit Program, FlexTech or Technical Assistance Program may be submitted as
the required Technical Study or the customer may complete their own study.
tier III : Performance-based incentives
Tier III of the Enhanced Commercial/Industrial Performance Program, promotes energy-efficiency, demand reduction through capital improvements. The program supports the development and expansion of
the energy service company (ESCO) industry by offering performance-based incentives for energy projects delivering verifiable annual electric energy savings. Measurement and verification is required
for most projects.
Energy Efficiency
Incentive rates
- $.05 per kwh saved for lighting measures
- $.10 per kwh saved for motors/USDs/EMS
- $.20 per kwh saved for HVAC/Chillers
- Gas Efficiency Measures (available for Con Edison Gas Customers Only) - $2.00 per therm saved
Applications and Manual
The incentives are provided through a Standard Performance Contract between NYSERDA and the contractor. The contract between the customer and the contractor can be an energy performance contract
or a fee-for-service contract. The amount of the incentive passed through to the customer is negotiable between the contractor and the customer.
Eligible energy-efficient measures include lighting, motors, variable speed drives, energy management systems, packaged air conditioning and chillers, and custom measures. Gas measures are
eligible in Con Edison territory only.
Combined Heat and Power
Incentives now available for the installation of clean, efficient, and commercially available Combined Heat and Power (CHP) systems that provide summer on-peak demand reduction in the commercial,
industrial, institutional, and governmental sectors in Con Edison's electric service territory."Under Tier III, an Applicant may receive up to $2,000,000 for installation and performance of a new CHP
System of at least 500 kW installed capacity or installation and performance of additional capacity to an existing CHP System resulting in an increase of at least 500 kW of demand reduction from the
grid, located in the Con Edison Electric Service Territory. Fuel cells, microturbines, and multifamily facilities are ineligible for incentives.
Incentive Rates
• $0.10 per kWh generated and
• $600 x kW x (power ratio or 1, whichever is less)
$2,000,000 cap for a single CHP project.

Who is Eligible
Electric Incentives
Businesses, not-for-profit and private institutions, public and private schools, colleges and universities, health-care facilities, and State and local governments. Eligible customers are
electricity distribution customers of Central Hudson Gas & Electric Corporation, Consolidated Edison Company of New York, Inc., New York State Electric & Gas Corporation, National Grid
formerly Niagara Mohawk, Orange and Rockland Utilities, Inc., and Rochester Gas and Electric Corporation who pay the System Benefits Charge (SBC).
Con Edison Incentives (Electric)
Eligible customers for CHP System incentives are Con Edison electrical distribution customers paying the Monthly Adjustment Clause (MAC). The MAC tariff is paid by customers served under the Full
Service Schedule, except for SC11, and by customers served under the Retail Access Rate Schedule, except for SC 15-RA. Customer sites must be paying the MAC at the time of application in order to be
eligible for CHP System installation incentives.
Con Edison Incentives (Gas)
Eligible participants are defined as commercial, industrial, or not-for-profit Con Edison gas service customers paying the Monthly Rate Adjustment (MRA). Participants who plan to utilize the
Enhanced Commercial/ Industrial Performance Program must agree to remain on a firm gas rate for the duration of the Standard Performance Contract (SPC).
Incentives are available for gas efficiency improvements at commercial facilities of Con Edison firm gas customers. Up to $1 million in additional funds have been added to five New York
Energy $martSM programs administered by NYSERDA, including the Enhanced Commercial/Industrial Performance Program.
National Fuel Incentives (Gas)
Eligible customers are defined as non-residential gas customers who use less than 12,000 Mcf of natural gas per year.
